Q: Why can't my PE sub-account cannot forward calls to his personal
number? 

A: One of your PE sub-accounts ('XXXXX') is trying to configure number
forwarding. But the rate plan you assigned to him doesn't include
required access point of "USA personal numbers". 

To allow him to use USA numbers rate plan you need to make sure that
the rate plan you assign to him has the "USA personal numbers" access
point in it.
